Designer Remission Order Letters of Intent and Usage Reports Are Due
This is a reminder to all clients that are in the Designer Remission Order Program of your following obligations.
- Clients that have been issued a unique special authority number must file a renewal letter annually.
- Companies approved under this program must ensure they comply with all conditions to ensure that they can continue to utilize the remission.
Requirements of the Designer Remission Order include the filing of semi-annual reports and annual letters of intent.
Failure to file letters of intent and usage reports may result in removal from the program, after which duty will be payable on imported fabrics (generally 6-10%).
Companies approved under this program must ensure they comply with all conditions to ensure that they can continue to utilize the remission.
Conditions of this remission order include:
- Clients that have been issued a unique special authority number must file a renewal letter annually.
- Semi-annual usage reports must be sent to the Canada Border Services Agency each January and July.
- Purchase, production and import records are kept in a manner that will withstand an audit.
- Carefully track the use of all fabrics, including duty-free materials, and re-pay duty on any balances that are disposed of or diverted to other uses.

The ‘Designer Remission Order, 2001’ provides eligible fashion designers with temporary duty-free access to a wide range of fabrics for use in the manufacture of limited quantities of unique, innovative apparel marketed under their own name or label. The program is scheduled to expire on December 31, 2014.
