PROPOSED INCREASE IN HAZMAT REGISTRATION FEES

The Department of Transportation’s Pipeline and Hazardous Materials Safety Administration is proposing to adjust the registration and fee assessment program for persons who transport or offer for transportation certain categories and quantities of hazardous materials. Under this proposed rule, for registration years beginning in 2010-2011 the annual fee to be paid by those registrants


REQUIREMENTS FOR REPORTING OF HAZARDOUS MATERIALS

CBP has provided the following information for carriers on HAZMAT materials.

• Carriers must notify the Commercial Operations Duty Supervisor at least 8 hours prior to the projected arrival of the conveyance at the port.

• Copies of US State Department Licenses and shipping documents must be faxed to the Radiation Determination Office (VACIS)


TSA MEETINGS ON AIR CARGO SCREENING

The Transportation Security Administration (TSA) will be conducting town hall meetings to discuss the requirement for 100% of air cargo on passenger aircraft.

Unscreened cargo will not be permitted on passenger aircraft after August 2010.

TSA has developed a Certified Cargo Screening Program to avoid delays of time-sensitive cargo and will be providing information

The International Trade Commission (ITC) has instituted a section 337 patent-based investigation of certain electronic devices, including mobile phones, portable music players, flash memory devices and computers because of a complaint.

ANTI-DUMPING DUTY ON PLASTIC BAGS FROM THAILAND

The World Trade Organization (WTO) ruled in favour of Thailand in a case involving the use of “zeroing” when determining the rate of anti-dumping duty. The WTO dispute panel advised the U.S. that it should reform its assessment of anti-dumping duties on Thai exports to America of polyethylene retail carrier bags.
