DECLARATION FOR IMPORTED MERCHANDISE MADE FROM WOOD OR PLANTS – REQUEST FOR COMMENT
The Animal and Plant Health Inspection Service (APHIS) has formed Task Force to develop a reasonable implementation plan for the declaration requirement introduced by the Farm Bill amendments to the Lacey Act. The task force consists of several agency representatives, including U.S. Customs and Border Protection, Fish and Wildlife Service, and the Department of Justice. APHIS is accepting comments on the phase-in enforcement schedule for the declaration until December 8, 2008. The phase in schedule is currently planned to begin on April 1, 2009.
Under provisions in the 2008 Farm Bill that amended the Lacey Act, importers of subject merchandise must submit a declaration that includes the genus and species of any plant(s) used in the imported product, along with the country in which the plant was harvested, value and quantity of the importation, and other information.
