Canadian Import/Export Trade News

 

1. On , the Canada Border Services Agency (CBSA) eliminated the Export Declaration form B13A and no longer accepts this form. In addition, the electronic File Transfer (eFT) used to submit Summary Reports to Statistics Canada is no longer available.

2. All export declarations and Summary Reporting Program (SRP) monthly reports must be submitted electronically through the Canadian Export Reporting System (CERS) Portal.

3. The Canadian Automated Export Declaration (CAED) system will remain a reporting option until its decommissioning on .

4. The G7 Electronic Data Interchange (EDI) export reporting method remains unchanged.

5. This customs notice outlines the obligations and processes to amend and void previously submitted export declarations in the event that an exporter, customs services provider or SRP participant is required to modify an export declaration that was reported using one of the eliminated reporting methods.

6. Amendments and voids should be submitted to the CBSA as soon as it is apparent that the export declaration must be amended or voided, and within the following specified timeframes by reporting method:

  • a. Paper B13A – within 90 days from the time of the original submission
  • b. SRP eFT &ndash within 30 days of discovering that one or more changes are required or being notified by the CBSA, and up to two years from the time of the original submission
  • c. CAED – within 90 days from the time of the original submission

7. Amendments and voids must also be submitted if the goods have not been exported.

8. Guidance on completing the export declaration amendments and voids by various reporting methods is provided below:

  • a. Paper B13A
    • i. Exporters and customs services providers wishing to amend or void previously submitted paper B13A export declarations must do so by contacting the CBSA Importer and Exporter Compliance Unit (IECU) by email at: [email protected]
    • ii. The e-mail must include:
      • 1. Subject line:
        • a. AMEND or VOID: B13A paper export declaration
      • 2. A scanned copy of the original B13A export declaration
      • 3. Reason for voiding and
      • 4. Detailed explanation of the fields and information being amended
  • b. SRP eFT
    • i. SRP participants who wish to amend or void previously submitted summary reports by electronic file transfer must do so by contacting the CBSA Importer and Exporter Compliance Unit (IECU) by email at: [email protected]
    • ii. The e-mail must include:
      • 1. Subject line:
        • a. AMEND or VOID: SRP report
      • 2. A copy of the SRP monthly report
      • 3. Date, month, year of original report
      • 4. Date, month year of original eFT transmission
      • 5. Reason for voiding and
      • 6. Detailed explanation of the fields and information being amended
  • Note: Summary reports submitted using CERS must be amended in CERS
  • c. CAED
    • i. Exporters or customs services providers wishing to amend or void export declarations submitted using CAED can do so by logging into their CERS portal accounts
      • 1. From the CERS portal business account:
        • a. Select the “ Export Documents” tab
        • b. Select the “ Submitted Documents” tab
        • c. Select the Proof of Report number associated to the document you want to amend or void
          • i. Alternative: Select the “ Search Submitted Export Documentation” button and enter the Proof of Report number to locate the document
        • d. Select “ VOID”
        • e. Complete a new CERS export declaration
        • f. Quote the CAED Proof of Report number of the voided declaration in the “Exporter Reference Number(s)” field
        • g. Submit the new CERS export declaration
    • ii. If you are unable to locate your previously submitted CAED proof of report number in CERS, please contact the CBSA Importer and Exporter Compliance Unit (IECU) by email at: [email protected]
      • 1. The e-mail must include:
        • a. Subject line:
          • i. AMEND or VOID: CAED export declaration
        • b. Reason for voiding and
        • c. Detailed explanation of the fields and information being amended

9. Exporters, customs services providers and SRP participants must retain all records related to the export of commercial goods, for a period of six years following the date of exportation, and make such records available to the CBSA upon request.
