On December 14, 2004, the Minister of Finance announced a number of initiatives, including textile remission orders, designed to assist Canada’s textile and apparel industries compete in changing world markets.
The textile remission programs allow duty-free importation of certain apparel and fabric up to specified levels, and are granted to qualifying manufacturers.
Remission order benefits under the Blouse & Shirt, Co-ordinated Sets and Outerwear programs will decline to 75 per cent of original levels in 2007, 50 per cent in 2008 and 25 per cent in 2009, and are scheduled to expire entirely on December 31, 2009. This phase-out period will allow beneficiary firms the opportunity to adjust to the 2009 expiry date.
If a qualifying manufacturer cannot utilize its allocated remission, Omnitrans is able to transfer duty savings to importers.
Importers utilizing textile remission programs are reminded that any amendments to entries must be made in the same calendar year as the entry so that an adjustment to the manufacturer’s utilization level can be made.
If we are unable to make an adjustment, an amendment or refund will not be possible.
