PROPOSED RULE ON UNIFORM COUNTRY OF ORIGIN AND “PRODUCT OF” DETERMINATIONS – UPDATE
U.S. Customs and Border Protection (CBP) has extended the comment period for proposed rule of origin changes until October 23, 2008.
The proposed changes amend regulations to uniformly apply the tariff shift and other rules in 19 CFR Part 102 to all country of origin or “product of” determinations. CBP believes that changing the “substantial transformation” rules would facilitate the exercise of reasonable care and is more objective when determining the proper country of origin of imported merchandise.
