A Textile Declaration is required for all shipments of textiles or textile products in order to determine the country of origin. The declaration may be prepared by the manufacturer, producer, exporter, or importer of the goods. The single country declaration should be completed for textiles and textile products that are wholly the manufacture of a single foreign country. If the products were manufactured in more than one foreign country the multiple country declaration should be utilized.
