UPDATE: Order Imposing a Surtax on the Importation of Certain Steel Goods

This notice is an update further to the Government of Canada’s implementation of the 50% Surtax and the administration of the Tariff Rate Quotas (TRQs) applicable to Certain Steel Goods imported from both Free Trade Agreement (FTA) partner countries and non-FTA countries with the exception of certain steel goods originating from Canada, United States and Mexico.

The steel TRQs will be administered until June 27, 2026, subject to any amendment, extension, or repeal of the Amended Surtax Order.

Key points:

  • The fourth quarter of the steel TRQ period runs from March 26, 2026 to June 27, 2026.

  • As the period nears its conclusion, available quota volumes are limited. Once quota limits are reached for a specific steel product category, import permits will no longer be issued, and any subsequent imports will be subject to the applicable surtax of 50% of the value for duty of the goods.

  • The TRQ is administered on a first-come, first-serve basis.

  • Importers are strongly advised to monitor quota availability regularly through Global Affairs Canada’s Steel TRQ utilization reports, including the non-Free Trade and Free Trade agreement partner country allocations.

  • The TRQ utilization reports may not reflect real-time availability, and quotas may already be exhausted at the time a permit application is submitted.
