The Government of Canada has announced that Canada's steel tariff-rate quota (TRQ) regime and certain surtax remission programs are expected to remain in place until June 30, 2027, subject to the completion of the required approvals.
Steel Tariff-Rate Quotas
The existing TRQ framework for certain steel products imported from non-CUSMA countries will continue unchanged. Current quota levels will remain in place, and imports exceeding the applicable quota thresholds will continue to be subject to a 50% surtax. Imports from Canada's CUSMA partners, the United States and Mexico, remain exempt from the TRQ measures.
The Government has also indicated it will explore an allocation-based approach for administering quotas for certain steel product categories and intends to consult with industry stakeholders on the proposed framework.
Surtax Remission Programs
The Government has confirmed that the United States Surtax Remission Order (2025) and the Steel Derivative Goods Surtax Remission Order are expected to remain available until June 30, 2027. These programs provide relief from applicable surtaxes for qualifying imports that meet the prescribed conditions.
Importers should review their sourcing strategies, import volumes, and product classifications to assess the impact of the TRQ extension and determine whether any remission opportunities may be available.
