The Canada Border Services Agency (CBSA) initiated investigations respecting the alleged injurious dumping and subsidizing of certain thermal paper rolls originating in or exported from the People's Republic of China.
The investigations follows a complaint filed by Canadian manufacturers. Foreign dumping and subsidizing can harm Canadian industries by undercutting prices, which undermines fair competition.
In the next step of the investigation the Canadian International Trade Tribunal (CITT) will determine, by August 11, 2025, whether the imports are harming Canadian producers.
Concurrently, the CBSA will investigate whether the imports are being dumped and subsidized, and will make a preliminary decision by September 10, 2025.
Anti-dumping and/or countervailing duties could eventually be applied to the goods under investigation.
