ECCC: Reports for the import and manufacture of products containing mercury.

The Regulations broadly prohibit the import and manufacture of products containing mercury or any of its compounds, with limited exemptions outlined in Section 3. . On June 19th, 2025, Amendments to the Products Containing Mercury Regulations  came into force. 

The Amendments include:

  • changes to exempted product categories;

  • lowered maximum mercury concentrations for some exempted products;

  • adjusted reporting timelines, and 

  • added a reporting requirement on export activities. 

 

Importers or manufacturers of exempted products or products under a permit, are subject to reporting requirements. Exempted products subject to reporting are in Schedule 1 of the Regulations. As a reminder, there are exemptions for different types of lamps and their specific uses. We recommend you consult Schedule 1 of the Regulations for a detailed list to ensure you report under the correct item number.

 

Importers, manufacturers, or exporters* of exempted products containing mercury in 2025, must report them by March 31, 2026

 

*Only importers and manufacturers who also export products containing mercury are required to report their export activities under the Regulations. Exporters of products containing mercury must also follow the requirements of the Export of Substances on the Export Control List Regulations.
