The Canada Border Services Agency (CBSA) will officially implement the CBSA Assessment and Revenue Management (CARM) system on October 21, 2024.
CARM will become the system of record for the collection of duties and taxes for commercial goods imported into Canada.
CBSA Cutover Period
The CBSA will implement CARM Release 3 commencing with a Cutover period from October 4 at 4 pm to October 21 at 3 pm ET.
During this period, some CBSA legacy systems, such as the Customs Commercial System (CCS) and Customs Automated Data Exchanges (CADEX), will be retired.
The CARM Client Portal will not be available during the cutover period.
We strongly urge our clients who have not yet registered and delegated authority to Omnitrans to do so before October 4th at 4 p.m.
Customs release, accounting, and billing
During the CARM cutover period, the release of shipments will not be impacted unless the importer has not delegated authority.
As per the CBSA’s design, accounting records for shipments released in the cutover period will only be transmitted to the CBSA starting on October 21 based on a staged submission schedule.
Omnitrans invoices and billing packages for Canadian customs brokerage clearances will be held during the cutover period and will resume starting October 21.
Regular billing will continue for other fees, including outlays, consulting services, B2 processing, and duties relief diversion submissions.
