Order Amending the Order Imposing a Surtax on the Importation of Certain Steel Goods

 The Government of Canada has amended the Order Imposing a surtax on the importation of Certain Steel Goods, implemented on June 27, 2025, to include FTA countries apart from the U.S. and Mexico.  These changes came into effect on August 1, 2025.

 

Effective Dates:

  • June 27, 2025: Surtax applies to steel goods from non-FTA countries

  • August 1, 2025: Expanded surtax applies to steel goods from both non-FTA and FTA countries (excluding U.S. & Mexico)

 

Scope and Administration:

  • Managed by CBSA (enforcement) and Global Affairs Canada (GAC) (permits)

  • Applies to goods listed in Schedule 1 & Schedule 2 of the Amended Order

  • Goods exceeding Tariff Rate Quotas (TRQs) are subject to 50% surtax

  • Quotas are quarterly, with no carryforward of unused volumes

 

Import Permit Requirements:

  • A shipment-specific import permit is required to avoid surtax

  • Permits are issued under item 82 – Steel goods – Serial No. 1142 of the Import Control List

  • Without a valid permit, importers must pay the surtax, even if a permit is pending

 

Exemptions:

  • Goods from Canada, U.S., and Mexico

  • Goods in transit to Canada before the effective dates

  • Casual goods and goods under Chapter 98 of the Customs Tariff
