We are aware of recurring CBSA system outages that are affecting CFIA submissions, CBSA import declarations, as well as EDI and eManifest Portal messages.
The CBSA is receiving and processing Electronic Data Interchange (EDI) and eManifest portal inbound data. However, there is a delay in sending outbound messages such as acknowledgements, reject messages and notices (e.g. RNS, completeness notices, etc) through EDI and/or eManifest portal. Currently, inbound processing delay is approximately 1 to 3 hours, while outbound messages are delayed by approximately 13 to 15 hours. This is resulting in significant delays in the clearance of shipments. In addition, there are processing delays with paper entries at the border. Importers can expect extended wait times for clearance in these cases.
HIGHWAY CARRIERS / DRIVERS:
For highway carriers, please verify PARS status on our website https://www.omnitrans.com/tracking/pars-tracker prior to dispatch or arrival at the border to avoid unnecessary delays and costs.
If you are proceeding to the border during this issue, please ensure all drivers are provided with two copies of the correct paperwork to present at arrival. Goods subject to CFIA approval will require an approved form CFIA5272 along with any other supporting documents such as any required OGD License, certificate, permit or other relevant document (LCPO) must also be presented to CBSA. These documents must be presented with paper packages.
There is currently no estimated time for full resolution. Due to the volume of messages that need to be processed, delays are expected to continue through the weekend. This issue is affecting all clients and service providers using EDI and the eManifest portal. We continue to monitor the situation and will provide updates as they become available.
